CSG is a cooperative service program established by ESD 112 in 1994. We serve as an advocate for school districts as they plan and implement capital construction projects and ensure architects, engineers and contractors perform quality services on time and within budget.
How many team members do you have and where are they located?
Construction Services Group has a total of 30 employees. We truly are a remote department with technical experts in K-12 facilities construction and management located throughout the state of Washington. We have leased office space in several ESD’s as well as two office locations. Our main CSG office moved from the ESD 112 campus three years ago and is located in East Vancouver with 12 staff members. On the east side of the state we have our Kennewick office with 6 team members. Our field staff is located in Castle Rock, Spokane, Brewster, Cathlamet, Onalaska, Bellingham, Anacortes, Lake Stevens, and Leavenworth Washington.
What are some of the services provided to school districts?
- Project & Construction Management – provide oversight and control processes to support planning, design, construction, occupancy and warranty management of K-12 capital projects.
- Capital Facilities Planning – guidance in development and strategy of multi-year facilities capital planning incorporating budget, scope, schedule, state support and enrollment projections.
- Furniture, Fixtures & Equipment – partners with the district in selection of FF&E for an optimal teaching and learning environment. Services include planning, selection, delivery/installation, relocation and warranty.
- Building Commissioning – Third-party procedure during design and construction phases to provide the school district with a facility that is fully functional and operating as designed prior to final acceptance of project.
- Value Engineering – Structured review during the design phase evaluating and identifying quality, use, life and required features of a facility. The team looks at how to maximize function, cost and value in design.
- Constructability Review – third-party review of architect/engineer design drawings and proposed construction schedules prior to bid. The review identifies and recommends improvements with follow up.
Who does your team serve?
CSG currently has agreements with 45 school districts and manages around 205 separate projects. The average age of Capital Project agreements through inter-local contracts is 2 to 3 years or longer. Over the past 27 years, CSG has provided services to approximately 200 school districts.

CSG has a combined design and construction industry experience of more than 500 years. Two of our staff has been at ESD 112 for 21 years (Dax Logsdon, CSG Director Eastern Washington) and 20 years (Rick Alexander, Associate Director Constructability Review and Building Commissioning Programs).
